Louisiana has 1,366 water systems, but many are so old that reliable maps that detail the location of pipes aren’t available, which makes repair difficult. In addition, many municipal water agencies don’t collect enough revenue to maintain their systems, partially because the water isn’t metered and residents are charged a flat rate.
