Higuera Apartment
Weber, Hayes and Associates was retained to provide technical assistance under two State Water Board Grants to develop clean drinking water and associated wastewater solutions for the Higuera Apartments Community. The feasibility analysis indicated that consolidation of Higuera Apartments with the City of San Luis Obispo water and sewer system was the most viable solution to provide long-term quality water supplies to the small, disadvantaged community. Water system consolidation I the City requires wastewater system consolidation, so two separate grants were implemented as part of the combined project. Work tasks include:
- Final Engineering Report with an evaluation of project alternatives to resolve Nitrate contamination in groundwater-supplied drinking water
- Conceptual and detailed engineering design of water and wastewater consolidation with the City of San Luis Obispo municipal systems
- Correspondence and coordination with community stakeholders, State Water Board staff, University Enterprises Incorporated (UEI) grant administration staff, City of San Luis Obispo, and various public agencies
- Incorporation of annexation components related to City requirements to provide water and wastewater services
- Project permitting, agency review, and CEQA compliance including Biologic and Cultural Reports, and Annexation Support
Drinking Water State Revolving Fund (DWSRF) and Clean Water State Revolving Fund (CWSRF) Construction Applications, with the required General, Technical, and Environmental Packages.
